As usual, it feels designed for the mainstream press to parrot resulting in Nepal seen as properly managing their golden goose.<\/p>\n<p>Most of the rules are not new and have been previously floated, and as always, never implemented or enforced. \u00a0These items are coming as climbers around the world are finalizing their plans and gathering COVID documents to enter Nepal in a few weeks. I&#8217;ve covered these annual public relations moves for almost a decade if you have the patience to <a href=\"https:\/\/www.alanarnette.com\/blog\/2019\/12\/16\/new-everest-rules-closer-deja-vu\/\" target=\"_blank\" rel=\"noopener\">read<\/a> and <a href=\"https:\/\/www.alanarnette.com\/blog\/2016\/07\/19\/2016-edition-nepal-limit-everest-climbers-new-rules\/\" target=\"_blank\" rel=\"noopener\">read<\/a>.<\/p>\n<h3>You Can Take a Picture, Just Don&#8217;t Share it!<\/h3>\n<p>Let&#8217;s start with the official statement from Mira Acharya, director at the Mountaineering Division of the Department of Tourism to the <a href=\"https:\/\/kathmandupost.com\/national\/2021\/03\/09\/no-dissemination-pictures-of-others-on-everest-without-permission\" target=\"_blank\" rel=\"noopener\">Kathmandu Post<\/a><\/p>\n<blockquote><p>Our law bans the dissemination of photos and videos taken on Everest without the department\u2019s consent. But the practice has not stopped.<\/p><\/blockquote>\n<p>I wonder if she winked at the reporter when she said this? She went further if that&#8217;s possible:<\/p>\n<blockquote><p>Each climber can take, share and make images and videos of their group or of oneself but they will face action if they take, make and share photos of other climbers without the department\u2019s consent. We honour the personal freedom of climbers but that does not mean they can post images and videos of others without their consent. Either through commercial cameras or mobile sets, all such activities have been banned.<\/p><\/blockquote>\n<p>Even longtime supporters and officers involved in managing Nepal&#8217;s trekking and mountaineering industry found the comment ludicrous.\u00a0Ang Tsering Sherpa, former president of Nepal Mountaineering Association noted:<\/p>\n<blockquote><p>It\u2019s not possible to prevent the dissemination of videos or photos taken on Everest because millennials stand out for their use of technology, and even the older generation has embraced digital life. You make a click here and in an instant, your photo goes around the world.\u201d<\/p><\/blockquote>\n<p>Remember, all of this stems from a <a href=\"https:\/\/www.nytimes.com\/2019\/09\/18\/sports\/everest-traffic-jam-photo.html\" target=\"_blank\" rel=\"noopener\">picture<\/a> of crowds that seemingly embarrassed some government official. Nevermind that the root causes of the crowds were: short weather window, inexperienced climbers, unqualified &#8220;guides&#8221;, and record permits issued by Nepal.<\/p>\n<p>Nothing mentioned in today&#8217;s new rules addresses any of these real issues. You are climbing in the Khumbu Icefall and take a picture of several people above you. You have no idea who they are but it&#8217;s a great shot of a legendary, or infamous place depending on your viewpoint.<\/p>\n<p>The strict letter of this rule is that you need to ask the Mot and\/or each person in your picture permission for you to post this great image on social media, a website, or use it in a slide show when you get home.<\/p>\n<p>Right.<\/p>\n<h3>Other Updated Rules:<\/h3>\n<p>Among the new rules that came into effect on Tuesday, March 9, 2021, as described in the Post article:<\/p>\n<ul>\n<li>Organizers must buy insurance coverage for the support workers by clearly mentioning their roles in the expedition.<\/li>\n<li>All climbers applying for Everest climbing permits must also submit their medical reports issued by certified doctors to prove that they are in the physical condition to endure the hardship that climbing the highest mountain in the world demands.\n<ul>\n<li>\u201cIt\u2019s a report, a proof to ensure that a person is physically and mentally fit to climb,\u201d said Acharya. \u201cEven if a person has cancer but he is mentally and physically fit, he can climb.\u201d<\/li>\n<\/ul>\n<\/li>\n<li>All climbers need to submit their detailed itinerary before applying for the Everest climbing permits.<\/li>\n<li>Submit the details including how they arrived back in Kathmandu from the mountain during the debriefing that takes place with the department officials after the end of the Everest climbing season<\/li>\n<li>All agencies including helicopters and airlines should evacuate foreigners who become ill in mountains only to well-equipped hospitals.<\/li>\n<li>A detailed report of the climbs of individual mountaineers mentioning the dates of their climbs, duration of their stay at the base camp, the route they used, and days they reached the different camps as well as whether they reached the summit or not. The detailed report should also mention whether the climbers used supplementary oxygen or not.<\/li>\n<\/ul>\n<p>As you can see, these feel bureaucratic in nature and will in no way improve safety, ensure that only experienced climbers are on the mountain with qualified &#8220;guides.&#8221; In other words, nothing changes.<\/p>\n<h3 align=\"left\">Himalayan Database<\/h3>\n<p align=\"left\">I use the <a href=\"https:\/\/www.facebook.com\/himalayandatabase\/\" target=\"_blank\" rel=\"noopener noreferrer\">Himalayan Database<\/a> as my primary source of Everest summit statics. If you are climbing in 2021, they are asking you to fill in an electronic web-based survey. This replaces the time-consuming process of visiting each team in their hotel before the climb. \u00a0Please use this <a href=\"https:\/\/www.surveymonkey.com\/r\/Himalayandata\" target=\"_blank\" rel=\"noopener noreferrer\">link<\/a> to complete the survey.
